The Site Manager for Mechanical Commissioning and Site Manager for Electrical and I&C Commissioning coordinate and monitor the contractors and Siemens staff performing technical commissioning work for the mechanical,electrical and I&C engineering scopes on site.
General, superordinate tasks and duties (within his or her own scope of responsibility):
- Ensure compliance with the environmental, fire protection and occupational health & safety regulations.
- Ensure definition of and compliance with the requirements governing quality, time schedules (deadlines) and costs.
- Ensure compliance with the data protection and information security requirements governing e.g. personnel data, design calculations, costings, and proposals (bids).
- Ensure experience and information feedback (via e.g. CAPA and PCM).
- Maintain and update the List of Open Points (WeB LOP).
- Provide support for project site-specific reporting (e.g. daily, weekly and monthly reports).
Responsibilities:
  •   Induction and instruction of contractors prior to commencing work as well as their coordination and monitoring, e.g. to ensure compliance with site rules & regulations; provision of support to clarify interfacing between contractors; monitoring and controlling to ensure correct performance of services by contractors in accordance with contractual requirements.
  • Control checks to ensure commissioning documentation is complete, and generated and received on time.
  • Performance of system and component commissioning within the respective technical scopes as well as the process engineering commissioning of components, systems and overall plants which for reason of order scopes are not put into operation by the respective contractor.
  •   Control checks of the commissioning documentation, including “as-built”documentation.
  • Acceptance of Erection Clearance Certificates (ECC) and TOPs and preparation & documentation of Commissioning Clearance Certificates (CCC).
  • Technical review (quantity surveying) of billing on the basis of progress, cost allocation and timesheets in cooperation with the Contract Manager within own scope of responsibility in accordance with the existing, applicable guidelines.
  • Maintaining a site daily log in accordance with Implementing Procedure E07-050; updating of time scheduling.
  • Provision of change documents for customer/owner documentation.
  • Management by Site Manager Mechanical Commissioning of shift operations as well as coordination, where appropriate, of shifts worked by contractors (e.g. boiler work).
  • Ordering or introduction of “on-the-job” training for customer/owner personnel.
  • Assumption of responsibility for tasks within the permit-to-work procedure.
  • Controlling of manpower deployment (“on-call” assignments) in coordination and agreement with Site Lead Management  and the back office.
